This is a variable frame rate, that Vegas cannot handle well in some cases. If you want a free tool, you can use Handbrake for example, to convert it to a constant frame rate. What else you could try: but please, as usual with troubleshooting: Always only change 1 position, carry out tests, and only when you are sure - this or that - change another position - otherwise you never know what ultimately helped.
